- the terms were a blow to Piedmont

- Austria kept Venetia while Piedmont gained only Lombardy. plans to unify Italy were blocked

- - Villafranca: central duchies are to see the restoration of old monarchs

- people in central duchies do not want this and Austria does not want to enforce it bc they are tired

- people do not want to accept it
