-meant to be secret (to Communist Party Congress) but spread to Europe by USA

-tensions in Sino-Soviet relations: Khrushchev criticised "cult of personality" in relation to Stalin but attacked Mao by extension, & Mao accused Khrushchev of weakness, revisionism, "giving in" to capitalism etc.
