In response to Iraq's invasion of Kuwait, the United Nations Security Council (UNSC) offers Resolution 678, which included an ultimatum for Iraq: withdraw from Kuwait by January 15, 1991, or be removed by "all means necessary."

Iraq ignores these demands.
