Just about 2 years later, Congress approved the Second AAA that brought back many features of the first AAA. The Second AAA didn't include a processing tax to pay for farm subsidies, a provision of the first AAA that the Supreme Court had declared unconstitutional. This Act also attempted to help sharecroppers, migrant workers, and many other poor farmers. Just about a year earlier in 1937, the agency was replaced by the Farm Security Administration, which loaned more than $1 billion to help tenant farmers become landholders and established camps for migrant farm workers who didn't have a stable home at the time.
