The first successful atomic bomb was tested in the New Mexico desert towards the end of WWII. This marked a change in the Manhattan Project, as their device was a success, and now they could use it for war. The question arose of whether or not they should, but Truman answered it by later ordering the atomic bombs to be dropped on Japan later in 1945.
