Germany allows Lenin, who had been exiled, to return to Russia, hoping that he would destabilize Russia. Once he returned, he rallied the exhausted people, and eventually led them in the October Revolution, during which they took over Petrograd, the capital of Russia, and overthrew the Provisional Government.
