After many debates and struggles, around September 17, 1787, most of the Congress had already signed the ratification of the Bill of Rights and Constitution. Yet many Anti-federalists still refused to ratify the document as they demanded more individual liberties for the citizens of the US. Yet, after many struggles, the ratification process was complete, and the nation adopted the Constitution and incorporation of the Bill of Rights on the 15 of December 1791.
