Marshall had represented the more "liberal" side of the northern Democratic party when he was selected as Vice President. As Governor of Indiana in years prior, he had attempted to push through a constitution that catered to leftist reformists and which alienated conservatives and any Republican allies.
1928, attempts several times and ultimately succeeds in accepting Jewish refugees from Central Europe. (how many? 100,000? fewer?)
Very controversial. Marshall opposes eugenics and like policies and urges that Jewish Germans and others will be subjected to the same. Many German Jews are settled in the Midwest.
Unions are split over the question - many see these immigrants as competitors for jobs during an ongoing deep depression, otherwise are simply more mouths. Approval turns against Marshall in this moment and the Jewish question enters American labor consciousness as well and is a contributing factor to the later forking of the Progressive movement.
