After the Union won the war, the Southern States had no option but to rejoin the Union. The terms President Johnson decided upon angered the South, terms that include a formal statement disavowing the state's secession, and makes all southerners with more than $20,000 in property traitors and they must petition the president for a pardon. Johnson also forced all southern states to ratify the 13th amendment, which greatly upset the South.
