ARPA is created to stay ahead of the soviets
Arpa is being repurposed to be a network called "ARPNET" and ARPANET gets its communications upgrading from with packet switching
Stanford becomes the official record keeper for everyone's addresses.
Around this time, multiple others networks were being developed all around the world to rival ARPANET.
The issue of different types of packets being formatted differently would be solved but not yet implemented until the early 80s.
