Russian Chancellor Otto von Bismark formed a german state out of several small princapalities unifying German Nations.
France had lost against Germany so they did not want to go back to fight by making alliances.
Britain was reluctant to join any alliance due to the fact they had recently lost against Germany.
Bismark wanted a careful series of alliances and foreign policies in order to gain balance of power in Europe.
Three emperors league was created pledging mutual time support among germany.
Germany and Austria formed the dual alliance promising assistance for each other if needed.
German Nationalism was known as a new phenomenon. They emerged from the unification of Germany.
