1972: "Later, longer, fewer" - Provided economic incentives to couples who spaced birth at least 4 years.
1979: "One Child Policy (OCP)" - Second child was prohibited. - Local governors were given incentives for surprising fertility rates.
1982: "Permits for Second Child" - Only given out in small area. - Not widespread until it was officially announced in 1984.
1984: “Document 7” - Allow regional variation in the OCP implementation. - Allow rural couples with "practical difficulties" to have second child officially. - Allow rural couple with first child of a girl to have second child officially. - The purpose is to reduce female infanticide.
Early 1980s: - Forced abortion and forced sterilization were implemented in parts of the country. - Female infanticide is frequently reported. (Greenlaugh, 1986; Banister, 1987)
