Under the Articles of Confederation, the government faced economic crisis due to not being able to enforce taxes on the un-unified states. In response to this, the Constitution was drafted to enforce federal powers and limit state powers. The constitution however had its shortcomings. Being drafted by a group of white males, it did not enforce the rights other groups. Females and non-whites were unconsidered, and the term "slavery" was never even mentioned.
