The Fugitive Slave act required that all escaped slaves, upon capture, be returned to their masters and that officials and citizens of free states had to cooperate. Ignoring the threat of substantial fines and prison sentences, free blacks and white abolitionists protected fugitives. Riots soon broke out in states such as Georgia and New York, producing a more determined crowd to end slavery.
