Support for students with exceptionalities begin to grow, such as students who struggled with school in general or in a particular area like reading or math.
In response, Congress passes Public Law 94-142, long name: Individuals with Disabilities Education Act (IDEA). The law required a free and appropriate public education for all students, including those with exceptionalities.
"Exceptionalities" refer to mental conditions that imbed or make it difficult to social function to what is deemed as "normal" by societies standards.
