Description:
Louis XVIII was restored to the throne by the Congress of Vienna. He was placed on the throne under the condition of a constitution limiting his power, and his charter protected gains under the revolution. He created a parliament and appointed liberal moderate ministers who supported incremental reforms. However, he still believed in limited ability to vote for the men, with 100,000 people with the ability to vote.
