Reign of Louis XVIII (19 sept. 1814 – 17 nov 1824)
Description:
Louis XVIII was restored to the throne by the Congress of Vienna. He was placed on the throne under the condition of a constitution limiting his power, and his charter protected gains under the revolution. He created a parliament and appointed liberal moderate ministers who supported incremental reforms. However, he still believed in limited ability to vote for the men, with 100,000 people with the ability to vote. His death lead to the rise of Charles X, a conservative reaction to his liberal reign.
