Louis XIII appointed Cardinal Richelieu as his first minister, and Richelieu did most of the policy making in France during his tenure. He weakened the nobility, allowing for the country to become more of an absolutist state. He also revoked the rights of French protestants and intervened in the Thirty Years War. It is often referred to as the prime example of the creation of an absolutist state.
