Description:
Because Louis XIII was a young boy when he became king, Cardinal Richelieu ruled as the chief minister when France was at an unstable state. He did not exclude the French nobility from the government and gave them a prominent role. However, he built a network of spies to uncover the noble's potential plots, which helped unify the kingdom.
