Description:

The plans to convert Kihei from a small agricultural town to the next residential, resort, and employment center begins. The plan identified Kihei as an underutilized residential and resort area, and had the only road to Wailea, which couldn't handle the new traffic that ensued. The development of Kihei leaded to rapid population growth, and was the brink of the real estate boom on Maui.
