T Roosevelt (Reform Club) Advocated for city politics and city level management to be non-partisan

City Government should strive for
- economic growth and prosperity
- economy and regularity in civic management
- honesty and transparency

Initially use strategy like campign for honest government, specific candidates (propertied, intelligent, social standing), limited benefits of local govt to propertied class, thought of political reform as government running as a business corporation, and called for stronger mayoral power.

Later views split - and reformers called for structural reform for efficiency, separate administrative from policy tasks, make appoints based on merit not party line
