Description:

- estimated 80 000 Bosnians murdered
- some 2 million people displaced
- the UN attempted to put UN Protected Areas in place, but lacked the military backing to be useful
- the EU was just generally useless
- Germany wanted to get involved, but they wouldn't have actually been sending their troops
- France, Denmark and others didn't want to risk assets and men for a civil war
