Description:
In the U.S., alcohol consumption declines and legal control of alcohol usage tightened. This is where we see the control of alcohol at the state level. However, a shift from natural to fabricated drugs took place. These drugs were more powerful and the public was very tolerant of drug use. With this attitude and no anti-drug laws, drugs began to spread through the country. "Over-the-counter medications containing opium, morphine, marijuana, and cocaine were freely available in nineteenth-century America, without prescription, at low cost from physicians, traveling salesmen, drugstores, and pharmacies, and general and grocery stores, and through the mail" (Goode, 34).
