Description:
After the Treaty of Brest-Litovsk and the withdrawal of Bolshevik Russia from the war, the remaining Allies became concerned that weapons and munitions donated to the Tsar’s army might fall into German or Bolshevik hands. The situation at the northern ports of Murmansk and Archangel seemed particularly threatening, since large stockpiles had accumulated and the newly independent Finns were cooperating with a German expeditionary force.
