US wants to block the spread of CommunismGoal: not trying to kill Communism, but rather stop Stalin from spreading Communism
Only one party (communists) in Eastern Europe at the time
Truman says that we will stop spread, wants to do it by any means including financial and military
- ex. in Iran after the USSR wouldn't leave, the US threatened to use nuclear weapons and Stalin left
