*French government ruled in her name - despised by the public, Resented and blamed for Joan I absence

Never visited Navarre
*Believed to be due to Philip IV emotional dependency


Champaign -
Joan I visits regularly
*Considered an Active Independant Ruler

1297 Military Ruling
*Raised army against Count Henry III of Bar when he invaded, bringing him to court

Accused Bishop Guichard of Troyes of stealing funds from Champaign and her mother
