Epidamnus, a powerful city state was suffering from political unrest, caused by 'A war with the foreign inhabitants of the country (Illyrians perhaps)'Due to weakness of the ruling Aristocratic party, the Democratic party drove out the Aristocratic party, and so the Aristocrats joined the foreign enemies of Epidamnus & attacked the democrats in Epidamnus.
