- Pan-Slavism fuels desire to unite slaves in Balkans under Russian rule
- They wanted Slavic people all under one government
Outcome
- Several western countries come to Ottoman's aid
- Fear Russia would upset balance of power
- Russians have outdated army
- They must reform (westernize) or perish
