Description:
- Local Bureaucrats are given authority to make reforms- They want to decentralize a little and let the nobles take control
- They return to Confucianism for stability
- Industrialize
- Fails (they're trying to do opposite things) - promote cooperation and industrialization
- Capitalism says to make money for yourself
- Confucianism says make money for the community
- This is very contradictory
