Due to Javicia being in a trade depression, Velzenia was able to gain the upper hand. Another factor was that Velzenia almost defeated Javicia in the previous Grossyan War, 2 years prior. The war demonstrated to Velzenia that Javicia was weak and suseptible to loss.
