- raises money through corrupt means: sells offices, shakes down people, holds people without charges to force them to pay money

- eventually has to go to parliament for money: forced to sign Petition of Right

- ignores Petition of Right: dissolves Parliament

- religious trouble
- he is Anglican with a Catholic wife
- Scottish rebel
- has to call Parliament back in order to raise taxes: Parliament wrote a list of demands which upset Charles- he arrested them all and started his own army which starts the civil war
