Description:
A political structure in Europe, the Holy Roman empire gave centralized power to a ruler appointed by the pope. However, the empire was not truly a traditional empire, it simply brought together smaller nations. Conflict between pope and state prevented the Holy Roman Empire from ever becoming super powerful. It arose with the end of the Carolingian empire.
