- state collected 22.8mil tons of grain by the end of 1931.
- Droughts, lack of animals to pull ploughs, lack of knowledge and skill to run the farms.
- 7 million died
- Ukraine was set high grain procurement targets
- Thousands of officials drafted to discover hidden stocks held by peasants: gangs, many shot or sent to labour camps.
- Law of 7th August 1923 - 10 year sentence for stealing 'socialised' property. Later this was changed to the death sentence
- 1932 internal passports preventing vast movement of people.
