Description:

Ecruteak dominate galactic politics under Rouge's rule. The key to their dominance lies in their sages. They are able to summon hundreds of ghosts at a moments notice. Their energy weapons are imbued with black pearls which is very destructive. Rouge is able to pick and choose which nations he wants to trade the pearls with since they can only be found on Ecruteak. He starts to set up colonies on planets and create new infantry weapons
