Washington Conference (13 févr. 1921 – 13 janv. 1922)
Description:
- Five Power; Four Power & Nine Power Treaties
- A Nine-Power Treaty, signed
by China, Belgium, Italy, the Netherlands and Portugal as well as the signatories of the Four-Power Treaty, was concluded in February 1922
- This undertook to respect Chinese independence and integrity, and to respect the “sovereignty, the independence and the territorial and administrative integrity of China”
- Meanwhile, the Five-Power Naval Treaty restricted competition in battleships and aircraft carriers by setting a ratio of 5:5:3 for Britain, the USA and Japan respectively
- France and Italy would each be allowed a 1.75 ratio. This treaty required Japan’s Imperial Navy to abandon its plans for a massive expansion and was deeply opposed by the Navy General Staff
- These treaties together formed the Washington Treaty System and indicated that Japan was committed to international cooperation in the 1920s
