Description:
Emperor Kotoku initiated the Taika reforms that created a new tax system and nationalized all of Japan. The tax system took all power from clans and gave it to the centralized government. However, by the 11th century, the government didn't have enough revenue to pay for a national army and local governors took power back from the emperor.
