The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change, which commits its Parties by setting internationally binding emission reduction targets. 37 industrialized countries and the European Community committed to reduce GHG emissions to an average of five percent against 1990 levels
The UK thus had to commit to a reduction of 12.5% of their carbon dioxide emissions (19). Targets were met successfully, overall emissions by participating countries reduced by just below 10%. This being said, due to increasing emissions by other industrialized nations (e.g. China, India), the global emission increased over the 2008-2012 period. However, it has proven that a global initiative can have a positive influence.
