Navigation acts:
-Colonies give raw material
-Colonies buy finished product
-Colonies in debt
-No one allowed to buy from America (except England)

-Was a period of time where British would have lax law enforcement of Navigation Acts
-Wanted colonies to govern themselves and don't cause trouble
