Cause:1. widespread disillusionment with World War I in the early 1930s
2. belief that the United States had been drawn into the war through loans and trade with the Allies
Effect:
1. making it illegal for Americans to sell or transport arms or other materials to other nations
2. keep the United States out of war
3. cash and carry provisions
