Cause:
- effect of alcohol on families and society
- decreased motivation in jobs due to hangovers or drunk feelings
- social problems like prostitution, crime, poverty

Effect:
- failed to stop use of alcohol
- led to widespread production of unregulated and untaxed alcohol
- development organized crime and increased violence
- massive political corruption
