Description:

Representation
- Virginia Plan - favored large states
- New Jersey Plan - favored small states
- Great Compromise - two house Congress; Senate- states have equal representation; House of Representative - state represented according to size of its population

Slavery
- Should enslaved people be counted in the state population
- Three-Fifths Compromise - counted each individual as 3/5 of a person for purposes of determining states's taxation and representation
- Should the slave trade be allowed?
- delegates guaranteed slaves imported 20 years longer; 1808 Congress voted to abolish practice

Trade
- Northern states want central government to regulate interstate commerce and foreign trade. South afraid that taxes be placed on agricultural products
- Commercial Compromise - Congress regulate interstate and foreign commerce but prohibit taxes on any exports

Presidency
- Some argued president run for life; limited to 4 years but no limit on number of terms
- delegates decided each state a number of electors equal to state's representatives and senators
- Electoral college made as too much democracy = mob rule
- Grant president power to veto acts of Congress
