-Paul Gérin-Lajoie is first Minister of Education since 1875-previously, education system was under control of Catholic clergy - secularisation of education
-early 1960s: over 1500 school boards, each with their own programmes, textbooks, diploma criteria etc.
-Union Nationale was strongly opposed to education system changes
