Benjamin F. Tracy and Alfred Thayer Mahan advocated for the new navy. Mahan reasoning was simple and persuasive. Industrialism, he argued, produced vast surpluses of agricultural and manufactured goods, for which must be found. Mahan also called attention to the worldwide race for power.
