Who: Delegates at Continental Congress.What: 1st national government of America. Loose union of autonomous states, a confederal system with very little power.
When: 1777-1789 (Adopted 1777; ratified 1781).
Where: US colonies/states.
Why: Unstable due to the confederal system. Shay's Rebellion shows the weakness of the Articles.
