Description:
Revolutionary leaders created the Convention which abolished the monarchy and established France as a republic. They used efforts by the French nobility to mobilize foreign powers in support of the Bourbon monarchy and justification to declare war on Austria, Prussia, Spain, Britian, and the Netherlands and so instituted the levee en masse to conscript soldiers for war.
