28 août 1894 - Congress passes the Wilson-Gorman Tariff Act (28 Stat 509), which raises income taxes to 2% on all income over $4000 and on all corporate income above operating expenses. Cleveland withholds his signature but does not veto. That is a rare presidential course of action
