-included Fugitive Slave Act - set up special federal courts to determine legal status of alleged runaways to please slaveholders; allowed slave owners to locate and re-enslave fugitives and free blacks
-admitted California as a free state to please northerners
-organized conquered Mexican lands into territories of New Mexico and Utah and invoked popular sovereignty
-preserved national unity by accepting at least one slave state in the Union
-delayed southern secession
-most southerns still supported the Union only if it would protect slavery where it already existed and granted statehood to any territory with a proslavery constitution
