Description:

Recalling its resolution 302 (IV) of 8 December 1949, amended by resolution 393 (V) of 2 December 1950,

Having examined the report of the Director of the United Nations Relief and Works Agency for Palestine Refugees and the special joint report of the Director and the Advisory Commission,

Having considered the three-year programme for relief and reintegration,

Commends the Agency for its constructive programme for refugee welfare;
Endorses the recommended programme, which includes $50 million for relief and $200 million for reintegration over three years starting 1 July 1951;
Recognizing the UN's concern for Palestine refugees,

Urges local governments to assist and cooperate with the Agency;
Invites the Agency to explore transferring reintegration projects to local governments;
Requests the Agency to consider transferring relief administration to local governments, while continuing to cover supply costs and provide health, welfare, and education assistance;
Considers relief expenditures should be proportionally reduced as reintegration increases;
Decides to increase direct relief funding to $27 million for the fiscal year ending 30 June 1952;
Decides to increase reintegration funding to not less than $50 million for the same fiscal year;
Approves the budget for 1 July 1952 to 30 June 1953, allocating $100 million for reintegration and $18 million for relief;
Authorizes the Agency to transfer funds from relief to reintegration;
Urges member States to make necessary voluntary contributions for the programme;
Requests the Negotiating Committee to seek contributions for the three-year programme from Member and non-member States;
Expresses appreciation to specialized agencies and the United Nations International Children's Emergency Fund for their assistance and urges continued support for the programme;
Expresses appreciation to religious, charitable, and humanitarian organizations and requests them to continue and expand their support for the refugees.
