With the outbreak of the Cuban Occupation, and the growing Soviet Threat, Truett Hudson is given the go ahead from Nick Fury to begin Weapon Plus, a program dedicated to creating super soldier covert operatives for the US. Academic researchers were funded through grants from SHIELD front organizations but were unaware that the SHIELD was using their work for these purposes. US prisoners were experimented on in prisons across the US, including at the Andru Correctional Facility in New York, overseen by Dr. Michael Hunt; at Seagate Prison in Georgia, overseen by Dr. Noah Burstein. The project absorbs Project: Psyche, and makes use of Dr. Abraham Cornelius' theories of drug-induced hypnosis.
