Description:

This law specifically said that "No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."

This made it illegal to discriminate against students who were not native English speakers since it was now illegal to discriminate "on the ground of ... national origin". Schools that violated Title VI could lose federal funding, which was a large amount of money. This helped pave the way for the Bilingual Education Act in 1968.
