Description:

The Citizen Charter was designed to create standards within public sectors.
Targets would be created for sectors to try and meet. The more targets they meet the more "charter marks" they receive.

This affected health and education.

Units within the NHS could now buy services from one another- making an internal market.

Published Performance League tables was introduced in which parents could buy services from schools on their choice.

All of these were successful, however some elements of the Citizen Charter such as the Cones Hotline- in which one could phone and ask why a motorway was shut- was used in satire.
